Three Foreign Companies Express Interest in Establishing Nagasaki IR


According to the Japanese newspaper The Nagasaki Shimbun, three casino resort operators express their interest in establishing an IR in the Japanese prefecture. From those three, two operators is based in the United States and one is in Asia.

At the moment, there is no official comment from the provincial officials on the newspaper report.

Prior to the Covid-19 pandemic, there were three other casino resort operators that declared interest in the summer. They were Japan’s Current Corp; a Japan unit of Casinos Austria International Holdings GmbH; and Hong Kong-listed Oshidori International Holdings Ltd.

In November last year, Tokyo-listed Pixel Companyz Inc said that its main focus is on the Nagasaki prefecture and its pursuit of a Japanese casino licence. For that end, the company gathers a consortium.

The governor of the Nagasaki prefecture, Hodo Nakamura stated that on Thursday, January 7, Nagasaki will start its request-for-proposal (RFP) process of getting a casino resort – also knows in Japan as an integrated resort (IR). The statement was made in late December during a regular briefing for the media.

The decision on any local government application will lay in the hands of the national authorities. There will be a permission for up to three such facilities nationally in the first phase of market liberalization.

Timetable

The country’s government announced on December 18 that the central authorities would start accepting submissions from local governments for the right to host a resort from October 1, 2021. The closing date is April 28, 2022, which means that there is a nine-month delay from the previously announced timetable.

The latest schedule of Nagasaki’s IR is as follows: the selection of an IR operator, as well as the following conclusion of the IR foundation agreement between the prefecture and the selected firm, will happen between summer and autumn 2021.

Then the local development plan will be established between summer 2021 and early winter of the same year.
After that, in spring 2022 the prefectural government and the Sasebo city council, the authority of the proposed location for a Nagasaki IR, will make resolution of the IR development plan. Soon after, the prefecture is due to submit its plan to the national government.

If the national government approves the plan, in 2023 would come the formalization of the IR implementation agreement between the prefecture itself and the IR operator. Right after that the construction process will start.
According to the plan, the IR is due to open in late 2020s.
